June 24 - Officers responded to 1125 First Street concerning a reported attempted burglary. Investigation continuing.

June 25 - Arrest: Keith A. Beisley, DOB: 10/18/82, El Dorado Springs, charging him with DWS/DWR as a result of a traffic stop. He was released on summons to appear in associate court.

June 27 - Officer responded to 500 East Fields concerning a reported theft of outdoor light bulbs. Investigation continuing.

Officers responded to 204 West Spring concerning a reported assault. Investigation resulted in the arrest of Murlene S. Rothenberger, DB: 6/10/45, El Dorado Springs, charging her with littering and drinking an alcoholic beverage in public. She was released on summonses to appear in municipal court.

The Cedar County Commission met June 15. Present were: Dennis K. Whitesell, presiding commissioner; Byron Hamilton, northern commissioner; John Fox, southern commissioner; Peggy Kenney, county clerk.

Minutes from June 8 were read and approved.

Road and Bridge Supervisor Richard Graves submitted the following report: Two graders finished areas north of 54 Hwy., moved to the Wosoba area, worked on Jr Julien Rd., did ditch work on 541 Rd. north of CC Hwy.; two graders worked in the Richard Bailey area north end of Wagner; dump trucks hauling gravel to graders and backhoe throughout county fixing washouts; crew cut up trees throughout county downed from high winds; serviced #9 backhoe;brought cutter tractor home from John Deere in Lockwood, now working in the Dick Lower area; two graders, backhoe and dump trucks finished 900 Rd. east of J Hwy.

Drexel Atkisson, representative from NRCS discussed upcoming project (bank stabilization for Bear Creek and Cedar Creek). Reported plans are in the engineering department in Texas.

Villines discussed future maintenance on road in S1, T34N,R29W that remained open after being petition closed.

Ruby Dean Fidler, Bear Creek Special Road Commissioner discussed problem trees along right-of-way in her district.

Reviewed and signed Child Support Cooperative Agreements presented by John Parks.

Judge Bickel reported he was requesting the Attorney General appoint a special prosecutor concerning the audit findings.

Signed “Donor” contract with the Cedar County Historical Society. Flags that had been in the courtroom since 1961 were donated to the historical society.

County Assessor Eddie Johnson met with the commissioners to process court orders 12660 through 12670 to add-on the assessed valuation of newly purchased personal property.

Bills and payroll were approved and paid.

The Cedar County Commission met June 22. Present were: Dennis K. Whitesell, presiding commissioner; Byron Hamilton, northern commissioner; John Fox, southern commissioner; Peggy Kenney, county clerk.

Minutes from June 15, were read and approved.

Road and Bridge Supervisor Richard Graves submitted the following report: Crew cut up trees in the Bear Creek, Dick Lower, old Dunnegan Special area downed by high winds and heavy rains; brush cutter working in the Bear Creek area; graders fixing washouts, working in the Filley, Sumner, Virgil City, Wasoba, Hackleman areas; backhoe working throughout county fixing washed out and undermined culvert pipes.

Mr. and Mrs. Bernard Dodson reported their road was in need of ditch work. Said he wasn't complaining, just wanted to be put on the schedule for when the county had time.

Commissioners having heard the second and final request of Wanda Cassell to close a public road found that pursuant to RSMo228.190, Revised 2000, conditions justify abandonment of the public road right-of-way described as follows:

Beginning in the Northeast corner of Lot 12 of Seven Sisters Drive thence East to the Northwest corner of Lot 9 Starlite Drive thence Southeast along the East side of Starlite Drive to the Southwest corner of Lot 13 Starlite Drive thence West to the West side of Starlite Drive thence Northwest along West side of Starlite Drive to the Northeast corner of Lot 12 of Starlite Drive which is the Point of Beginning. All being in Cassell's Stockton Hills- Starlite Drive Section 29, Township 34N, Range 26W.

The commission orders that the aforementioned road be closed as a public road right-of-way and is declared closed.

Joe Haines requested the county pay him $75.00 for damage done to his fence due to a tree that fell across 725 Rd. Said fence was damaged when the county removed tree from road and right-of-way. Request denied.

Reviewed the Cedar County Disaster Recovery Committee's mission statement submitted by Earl Ackley.

Reviewed monthly report submitted by Michael Ash, prosecuting attorney.

David Starbuck discussed storm damage. Reported the trash dumpster blew into one of the patrol cars causing some damage. Sheriff to get estimates for insurance claim.

Carole Wilkerson, recorder of deeds, discussed problems she was having with her computer backup.

St. Clair County Commission

The St. Clair County Commission met Friday, May 22, with Presiding Commissioner Billy Wood, Northern District Commissioner Leroy Strope and Souther District Commissioner Gerald Williams present.

The Commission checked with Debbie Gibbs, Workforce Development, on the dislocated worker program. Gibbs reported she would check into this and have someone call with information on the subject.

The Commission met Tuesday, May 26, with all present.

Road and Bridge Supervisor Cole Cochran and the Commission summarized the topics of pouring box culverts, road signs in ditch, repair on a culvert and brush cutting. They also revisited a former discussion on disposal of old used tires.

A discussion ensued relating to hiring two people as temporary help for the Road and Bridge Department for a total of 640 work hours with effective date on June 1, 2009.

The Commission spoke with Brandi Lewis regarding the summer youth worker program. It was agreed to have a young gentleman, who has completed a required training class, come in Friday, May 29 at 10 a.m. for an interview for maintenance help.

It was the consensus of the Commission to hire Yancey Saunders and Cecil Carrol as temporary help for the Road and Bridge Department to be effective June 1, 2009.

After applying for the summer youth worker program through Workforce Development and interviewing process with prospective youth it was unanimously agreed to offer maintenance work to Zach Womack, a resident of St. Clair County. Funding for this position is provided by Workforce Development.

The Commission met Monday, June 1, with all present.

Brandi Lewis, Workforce Development, brought in the youth summer worker to fill out paperwork to begin the summer work program.

Commissioner Wood signed paperwork for the Pape Bridge over Big Clear Creek project.

The Commission met Friday, June 5, with all present.

The Commission discussed backhoes and trailers for the Road and Bridge Department.

Brickwork on the courthouse and repairs of steps were discussed at length. Two local companies agreed to quote prices, as soon as possible, for replacement of handrails for the outside steps.

Correspondence was received from MoDot stating the Campbell Branch Bridge on Route B. 2.5 miles west of RT. H between Osceola and Rockville, would close Monday, June 15, for bridge replacement and will reopen by early August.

The Commission met Monday, June 8, with Presiding Commissioner Billy Wood, Northern District Commissioner Leroy Storpe present and Southern District Commissioner Gerald Williams absent.

The Commission discussed with St. Clair County Courier representative John Farrell repair work which is in progress on the courthouse steps.

Commissioner Williams arrived at 9:25 a.m. Williams had been checking on the development of work at Birdsong Bridge.

After the Commission consulted with legal counsel, Commissioner Williams made a motion to approve the Sac Osage Hospital Resolution authorizing sale of Lots 5, 6, 7 & 8, Hostetter's & Henley's Addition to Osceola. Motion passed.

A brief discussion was conducted with the Department of Conservation regarding repairs and pumps to remove water at the bridge in the Birdsong area.

Carol Booth, Enviro Control, called for information on people to notify regarding the closing of the Campbell Branch Bridge on RT. B effective June 15, 2009.

Sales tax revenues received for the month of May 2009 were $27,076.71. May 2008 sales tax revenues received were $27,139.01. May 2007 sales tax revenues received were $32,125.10.

The Commission met Thursday, June 11, with all present.

The north side of the courthouse recently received new steps. Handrails are in the process of being built for these steps and should be installed in the near future.

The commission was informed a county road grader, on the north side of the county, had been hit by lightening (which has been turned into the insurance company) and a few trees throughout the county were reported down.

As the St. Clair Co. Library Board members have endorsed the re-appointment of current board member Anita Bennett, Commissioner Strope made a motion to re-appoint Anita Bennett to the St. Clair Co. Library Board of Trustees. Motion passed.

The Commission met Monday, June 15, with all present.

After receiving quotes on handrails for north and west side of the courthouse steps, it was the consensus to have Paul Hooper build and install them. North side handrails should be installed in the next week and the west side set will not be installed until the steps are finished.

Following discussion, Commissioner Williams made a motion to advertise for bids for propane gas for courthouse, jail and county maintenance barn with possible option up to 4,000 gallon pre-pay for 2009-2010 heating season. Motion passed.

Commissioner Williams made a motion to appoint Leroy Strope to the West Central Community Action Agency Board of Directors. Motion passed.
